Problem statement:
How can the organization of disaster management, even in the event of a disaster – such as a prolonged power outage (blackout), large-scale flooding (e.g., in the Ahr Valley), or conflict situations (e.g., war) – rely on functional communication networks between locations at central sites such as emergency operation centers, control centers, or situation centers?
As the power outage on the Iberian Peninsula has shown, fiber optic and mobile networks of major telecommunications providers fail after a short time. For organizations such as disaster relief services, this poses a significant problem. Therefore, solutions must be found to ensure the networking of central locations, especially when conventional infrastructures no longer function.
Solution: a network that works in case of a disaster
An autonomous network must be created that can withstand severe weather events, power outages (blackouts), and also disruptions in the event of a conflict.
A direct point-to-point networking of central locations using modern microwave radio technology is employed here. In this process, the locations of disaster control – such as operational staffs, control centers, and situation centers – are directly connected to each other via microwave radio links.
At the respective locations, the microwave technology is equipped with uninterruptible power supplies (UPS) that ensure an operating time of 48 to 72 hours. Since these locations usually have emergency generators, continuous power supply is guaranteed beyond this period as well.
Microwave radio networks are completely transparent for IP-based communication. This means that all IP protocols and the applications built on them can be transmitted seamlessly over this infrastructure.

We have already planned and successfully implemented such a network for several districts in the context of disaster protection.

Networks based on modern microwave radio technology are considered a key technology – not only in the field of disaster networks but also for general site networking.
They are used, among other places, in cities, municipalities, districts, federal authorities, critical infrastructure facilities (KRITIS), companies, as well as in healthcare infrastructure. Microwave radio solutions also provide reliable and high-performance connections for video streaming, events, or the provision of internet access.
Time and again, we observe with astonishment – and sometimes with alarm – that many decision-makers, including CIOs, IT managers, CISOs, as well as professionals from risk management, business continuity management (BCM), IT, and network engineering, are hardly familiar with the capabilities of modern microwave radio networks.
Their diverse advantages and potential applications are therefore often not included in strategic considerations. However, directional radio is a key component, especially for fail-safe site networking – particularly in crisis and exceptional situations.
